SUMMARY OF THE APRIL
BHA MEETING MINUTES

I. Mike Kennon from Raleigh's Traffic Engineering Department was a special guest.  Mike explained the traffic calming process and answered question regarding traffic concerns in Boylan Heights.  Jim Kellenberger agreed to chair a committee to compile a list of traffic problems in the neighborhood to present to the Traffic Engineering Department for solution.

 

II. Leslie Kellenberger, Treasurer, gave the following Finance Report: Opening Balance 1/1/2005: $2,636.51 Total Revenue for the past month: $0; Expenses for the past month: $400; Ending bank balance as of 3/23/2005: $4,245.51

 

III. Reports from Committees and Special   

     Neighborhood Projects:

 

a. Directory Committee: Evelyn M. Fahy, chairperson, reported:  The directory has been printed and will be distributed to participants in the next few days.

Censorship on the Mail List

Yes, believe it or not, this issue is still around.  At the last two meetings it was scheduled so there wasn't enough time to have a discussion.

 

There really is a significant philosophical difference between the Website Committee and Joseph Huberman's proposal for the Email List.

 

Joseph believes that we should be allowed to bring up any subject or issue on the ANNOUNCE email list, that we can establish community rules for personal conduct on both lists, and that Boylan Heighters are mature enough

to understand and follow these simple rules.  Censoring ideas from our community list is something that should only be a last resort in unusual circumstances.

 

The Website Policy says that only the Moderators can decide what is APPROPRIATE, and that they

will make those decisions on the fly, deciding for each message.  The Committee in defining "appropriate" declared that only a certain class of messages that announce events are appropriate for the widely circulated ANNOUNCE list, and that anything else must be on the DISCUSS list which has a very limited circulation and NO RULES OF DECORUM AT ALL except NC law.  The result of this policy is that the ANNOUNCE list has become sterile because ideas are prohibited, and the DISCUSS list has disintegrated because enough people who expressed an opinion or idea were personally attacked to discourage others from participating.

 

Joseph's motion will moderate the extreme interpretation of APPROPRIATE that is currently being enforced.  Under Joseph's proposal, no personal attacks are appropriate for any of our lists, all ideas are welcome, and further discussion of ideas announced on the ANNOUNCE list will be carried out in the DISCUSS list.  The moderator section of the proposal is set up so that errors in judgement will default to allowing the message through rather than censoring it.

 

The issue really comes down to one of philosophy. 

 

Do we want censors to decide what is appropriate making decisions as they go along, or do we want to welcome all ideas and encourage debate in a friendly supportive environment without overloading the ANNOUNCE list with too many messages.

 

Joseph Huberman's Motion:

 

Rules for the Boylan Heights e-mail lists:

1) No personal attacks or foul language on any list.

2) Any topic is OK on Boylan_Announce -- political, association business, anything except personal attacks or foul language.

3) Replies to messages on Boylan_Announce go to Boylan_Discuss except, when a policy position is taken on Boylan_Announce -- then there can be one rebuttal on Boylan_Announce, before replies must be directed to Boylan_Discuss.

4) Only the preceding two to three weeks of messages are retained in the archives.

 

Rules for the moderator policies:

1) Three moderators for the list.

2) Any one moderator may approve a message.

3) There must be a unanimous decision of the moderators to censor or redirect a message from Boylan_Announce to Boylan_Discuss.
