The next meeting of the Boylan Heights
Association will be Tuesday, April 26, 2005. 7:00 to 8:30 PM at Project
Enlightenment, 501 S. Boylan Avenue, Room 311 (not 304 as
earlier announced.
NOTE:
Dan Howe, Assistant City Manager, will attend to discuss the Probationary
Rental Occupancy Permit (PROP), which has recently gone into effect, the
planned use of Dorothea Dix property to dump fill dirt from the Convention
Center excavation, and the proposed closing of part of Mountford Street.

Annual Memorial Day Picnic is planned for May 30
starting at 6pm at Project Enlightenment. The Garden Club will be
sponsoring a plant swap also. Bring a potluck dish and a plant to share
with your neighbors. BHA will provide tables, drinks, ice, utensils,
paper cups and plates.

Treasurer:
Opening Balance 1/1/2004: $2,636.51
Total Revenue for the past month:
$1,666.43
(from sponsors who purchased ads in the new
Boylan Heights Directory)
Expenses for the past month: $255.14
Ending bank balance as of 3/23/2004:
$4,047.80
Special Guest: Dan Howe, Assistant City
Manager explained PROP (Probationary Rental Occupancy Permit) which went into
effect in mid-February. Also discussed were: the landfill area on
the Dorothea Dix property (in the vicinity of the soccer fields) will be used
to deposit dirt excavated from the new Civic Center construction site; and, the
closing of the western most end of Mountford Street.
A motion was adopted expressing the Sense of the
Meeting that the bridge continue to be owned by the city, that traffic from
Cutler to Mountford remain open, and that traffic from Mountford into the
Prison be closed with access to the prison via Western Boulevard only.

The following resolution was adopted:
Whereas the Dorothea Dix property is of
significant historical value to the Capital City and the State of North Carolina;
and, Whereas it is the last extensive open space adjacent to downtown; and,
Whereas the character and use of the Dorothea Dix campus has and will have
dramatic and significant impact on the Boylan Heights neighborhood and the City
of Raleigh; Be it resolved that the Boylan Heights Association supports the
goals and purposes of the Friends of Dorothea Dix Park organization; and, Be it
resolved that the Boylan Heights Association desires the establishment and
support of a vital historic capital park on the Dorothea Dix campus, saving the
existing open space and preserving the historically significant buildings.
A motion was passed for the Boylan Heights
Association to become a member of the Friends of Dorothea Dix Park ($40
membership fee).

I. Boylan Heights Association Directory
Committee Report by Evelyn M. Fahy, Chairperson:
The 2005 edition of the directory is nearly
complete:
1. All questionnaires and sponsor ads have
been collected.
2. Questionnaire data was merged and proofed.
3. All data and sponsor ads were laid out
by our designer.
4. Final proofing and editing is in
progress.
5. Next phase is to print and distribute
directories.
6. Sponsors were acknowledged in the March
2005 and on the Boylan Heights Association Website.
II. Website Committee Report by Chris
Weedy, chairperson:
1. Total Number of Hits: 18,800+ (1200
hits in past month)
2. New Postings to Web Site:
A. Bell South Facilities Improvement;
B. Government Officials- addresses, phone
numbers, e-mail addresses; and,

III. Garden Club Report by Jessica Schrider Macaluso, chairperson:
The Pink Truck is coming on Friday, April
1st. Please have all of your nonflammable discards on the curb by 7:30 am
Friday morning. We are still looking for food donations (covered dishes,
sodas [preferably with caps so that the men can take the drinks with them],
etc.) to provide lunch to the 20 hungry men that run the Pink Truck for Boylan
Heights. Please call me or e-mail me with any help you can provide us.
There will be a Spring Plant Swap on Sunday,
April 10, from 2 to 3:30 PM on the porch of 605 Cutler St. As you're
cleaning up your yard this spring and dividing your perennials, save those
divisions to share with your neighbors. Please let me know if you will be
able to attend.
IV. Newsletter Report by K. D. Reeve,
editor:
1. Total number of newsletters printed this
month: 310.
2. We are appreciative of KWICKLEAN Dry Cleaning
Service for the monetary contribution to cover the cost of the March Boylan
Heights Association Newsletter.
3. Again, I want to express appreciation for the
generous donation from the Communications Group, Inc. in February for
sponsoring the entire printing cost of the February issue.

BHA ELECTIONS
AT THE MAY MEETING
The Boylan Heights Association bylaws provides
for the annual election of officers -- President, Vice-President, Secretary,
and Treasurer -- at the May meeting. Nominations are to made from
the floor at the meeting. Anyone desiring to run for office should ask
someone in advance to nominate her or him at the meeting. Anyone
wishing to nominate someone should talk with that person in advance to be sure
the potential nominee is willing and interested in serving.

WHAT’S GOING ON DOWNTOWN?
Members of the public with any questions
regarding downtown projects have a person to call to get the answers. Michelle
Boyette of the City of Raleigh Convention Center staff, will be available via
302-9062 or by email at mboyette@raleighconvention.com to answer any specific
questions posed by the public.
Ms. Boyette’s availability will enable the
public to stay fully informed of all matters regarding the construction of the
new convention center, hotel and parking garage project, as well as the
transition of Fayetteville Street Mall from pedestrian to vehicular traffic and
development of Downtown South.

The Big Boylan Bash is a blowout neighborhood
block party being held this year on Sunday August 28th at Dupont Circle Park.
