REVIEW AND APPROVAL OF MINUTES FROM THE LAST MEETING: Motion:
Jeff Mason moved to approve last month's meeting minutes. Second: Leslie

$2,461.63; Total 2004 Revenue: $2,543.10; Total 2004 Expenses - $2,368.72;
Ending bank balance as of 12/31/2004 = $2,636.51; Motion: Paul Meyer moved to
approve the finance report.

SPECIAL GUEST: Debra King from CASA thanked the
neighborhood for welcoming the program participants.
410 South Boylan is being closed.
The other house will remain open for the time being. The house will be sold by
sealed bid auction, with a fixed starting bid. Walk through targeted for 3rd
weekend in February 2005.
ANNOUNCEMENTS: Marie
Green is at Rex Hospital; a get well card was circulated for all to sign. Lyman
Collins has volunteered to chair the Neighborhood Welcoming Committee. Tom
Luther has volunteered to chair the Neighborhood Watch Committee.

Report provided by Elizabeth Dunbar and read by Dan Dunbar: "The 2004
ArtWalk was a resounding success with the most beautiful weather, the highest
number of participants, and the largest crowds attending in its 12 year
history.

ArtWalk BHA T-Shirt Sale Report Ruth
Bromer provided report on T-Shirt sales prior to meeting. Report was read by
Jimmy Creech: "I will not be at the
meeting. We sold 27 shirts (although I still haven't been able to get up with
one person) and we have a profit of about $30 to give to the association. I
haven't turned in the checks yet, nor have I turned in the bill, but I will
this week. Unfortunately, more people liked the shirt after they saw it (I've
gotten lots of complements on it from outside of the neighborhood as well), but
not in time to order more shirts."
ArtWalk BHA Bake Sale Report: Mike Parker moved to include Laura
Brown's bake sale written report, to be provided later, in meeting minutes.

2004 BHA Artwalk Bake Sale Report
by Laura Brown As of this writing the final profits from the bake sale were not
in, but were estimated to be over $400.00. Many neighbors generously
contributed both time at the sale and baked goods. Thanks to all who participated. We have a few paper products left over for
the next event but everything else was used. Some suggestions for next year

More soups, chili, etc. We sold out by 3:00 pm and could have
kept going
·
The small bowls that restaurants use would be great to have and
would help control portion size (couldn’t find this year)
·
Beverage preference is strongly related to weather so probably
best to procrastinate buying until the forecast is known
·
Room for people to sit. I don’t know if the host house would
allow food on their porch but it might be something to consider

December and the ArtWalk for sponsoring November.

Will be circulating a questionnaire over the next few months
with intention of streamlining distribution of the BH newsletter and getting
reaction/response to proposed electronic version.

Will be seeking businesses and family sponsorship for future
newsletters.
OLD BUSINESS: Dorothea
Dix Property Update. Jimmy Creech read a report on behalf of Jay Spain
regarding Dorothea Dix.: "Thank you to all the neighbors and visitors who
signed the Friends of Dix petition at the 2004 ArtWalk. We received over 500
names endorsing the petition. We are currently setting up an on line petition
for NC residents to sign at www.friendsofdix.org. This should be in place by
January 31.
"This is an important issue to many of us in Boylan Heights. Most of the
decisions on the property will be made by our governmental officials before
April 1, 2005. Your support now will make a difference.
"On December 18, the Raleigh Parks Board voted unanimously in support of a
resolution of "support for open space protection on the Dorothea Dix
Property."
"The resolution was presented to the City Council on its January 4, 2005
meeting. The Council members decided not to vote on the matter and to send it
to Committee for review. This puts the matter back before the state. Please
help us take action by signing a petition with your support. I will email the neighborhood
as soon as the on line petition is setup.
"Remember, your donations and membership to Friends of Dix is tax
deductible. Please help preserve this open green space for generations to come.

NEW
BUSINESS: Privacy Issues Regarding the Association's E-Mail List and Web
Site. Michael Zirkle moved: "The Boylan Heights Association web site will
not display any information about an Association member which that member
objects to. Such material about an Association member must be approved in
advance by that member before it is posted on the Association web site."
Second by Mike Parker; Jimmy Creech, President, referred the motion to the Web
Site Committee, explaining that the motion should first be considered by the
Web Site Committee before coming before the Association. He also the motion may
violate the First Amendment, in which case it would be out of order.

Motion: Marsh Hardy moved a Point
of Order, appealing the action by the president to refer the motion to the Web
Site Committee. The action by the president was sustained by a vote of 19 for,
and 12 against.
A discussion followed about an article on real estate transactions in the
neighborhood published on the BHA Web Site in November, 2004. Realtor Kim
Stone, who is mentioned in the article, requested that the article be removed
from the Web Site because she felt it violates her privacy and because she
contends it contains inaccuracies. Chris Weedy, chairperson of the Web Site
Committee and author of the article, distributed copies of the article, along
with a letter from Realtor Richard Johnson, also mentioned in the article,
expressing appreciation for the article. Chris explained the article was
written as a service to the neighborhood and all information in the article was
taken from public records. She said she had several times asked Ms. Stone to
meet with her to discuss Ms. Stone's objections to the article, but Ms. Stone
would not meet with her. Kim Stone asked what she could do to get the
information off the Web Site. Jimmy Creech, president, referred her to the Web
Site Committee to discuss this matter.
Marsh Hardy moved, "Any Association member who is identified in an e-mail,
that they did not send, may request to the Web Site administrator that such
e-mail be removed from the archives, and the Web Site administrator shall
remove the specified e-mail from the archives within two business days."
Ann Green second; Jimmy Creech, president, referred the motion to the Web Site
Committee.
Marsh Hardy moved, "The e-mail archives will be protected by password so
that only members of the list can access the archives. All members of the
Association may be members of the list. Only members of the association may be
members of the list."
Kim Stone second; Jimmy Creech, president, referred the motion to the Web Site
Committee.
Michael Zirkle asked for an explanation of the procedure to be followed by the
Web Site Committee. Jimmy explained that the Committee will report its decision
regarding the motions at the Association meeting. Discussion and action by the
Association will take place then.
Santiago Hernandez Moved to adjourn the meeting.
Second: Heather Groves. Vote:
unanimous. The meeting was adjourned at 8:30 PM.

Update from the Website Committee
The Web Site Committee met with neighbors on
2/16/05 to discuss the web site and listserve. The committee then met and
discussed the ideas brought up by the discussion as well as other feedback
given the committee by neighbors. A Mission Statement and Guidelines were
adopted on 2/16/05 by the Web Site Committee. See attached insert. For
