Report: Evelyn Fahy provided report. At the October BHA meeting, we announced a project to update the neighborhood directory. The project is just beginning, but I presented a few ideas for this edition of the directory: --Distributing printed questionnaires with an upcoming newsletter and setting up an electronic questionnaire on the BHA Web site. -- Offering printed questionnaires at the BHA booth during the December Art Walk. -- Offsetting printing costs by selling ads or sponsorships to a few local vendors. She is looking for one or two committee members who can work on to secure the ads/sponsorships. If you're interested, please send Evelyn an e-mail to bungalow@boylanheights.org.

Boylan Heights T-shirts

We are taking orders for this year's t-shirts.  The design is a compilation of designs by neighborhood kids and ideas about the neighborhood.  The color of the design will be a "blend" changing from yellow at the bottom, through orange in the middle to red at the top.  The shirt color will be light and in the blue family so there will be good contrast with the ink colors.  The price is $12 for short sleeve kids S, M, L, and adult S, M, L, and XL.  Add $3 for long sleeve, and $2 for XXL or bigger.  (If we get lots of orders we may be able to lower the price.)  Please email Joseph@Treklite.com or call 828-6068 to place your order by Wednesday, November 24th.

BHA Committees that need chairpersons & members:

The Neighborhood Watch Committee:

Neighborhood Watch is a crime prevention and safety program which enlists the active participation of neighbors in cooperation with law enforcement.  The goal is to give potential criminals the feeling that everyone in the neighborhood is watching their every move and will report them to law enforcement.  It also seeks to educate neighbors about ways to make their homes and property more safe and secure.  The Boylan Heights Neighborhood Watch program has established an excellent relationship with the police serving our district.  Keeping this relationship strong and the Neighborhood Watch program active is essential for a safer and more secure neighborhood. 

The Property Improvement Committee:

This committee encourages improvement of property in the neighborhood.  It is responsible for the Demolition By Neglect Program of the City of Raleigh, a program intended to protect the historic nature of Raleigh's historic districts by preventing property owners from allowing properties to fall into a state of disrepair so sever that they are in essence "demolished by neglect."  In addition, the committee addresses neglected landscaping and complaints from renters regarding unresponsive absentee owners.

Welcome to Boylan Heights Committee

A new committee has been created to welcome new neighbors moving into Boylan Heights.  This committee will work on creative, thoughtful, and helpful ways to help new neighbors know the neighborhood and feel welcome.

These committees are essential for the overall well-being       of the neighborhood and require active, strong, and dedicated members and chairpersons.

Boylan Heights Association Bylaws

The proposed new BHA bylaws, printed below, were approved at the October meeting of the Boylan Heights Association (minutes of the meeting can be found on the Boylan Heights website boylanheights.org under "Association".  For the bylaws to be ratified and adopted, they must receive a positive vote at the next meeting, November 23.  I encourage you to attend for the final vote.  -- Jimmy Creech, President, BHA

PROPOSED Bylaws of the Boylan Heights Association

Article I: NAME

The name of this organization shall be the Boylan Heights Association (hereinafter "Association").

Article II: PURPOSE

The Association shall preserve and enhance the quality and diversity of the neighborhood life in the Boylan Heights area of Raleigh, North Carolina.

Article III: ORGANIZATION

A. Membership. The Membership of the Association shall consist of residents of Boylan Heights, and individuals who work or own property in Boylan Heights.

B. Meetings. Unless otherwise agreed, the Association shall meet on the fourth Tuesday of each month at 7:00 PM at a location convenient to the Membership.

C. Election of Officers. The Association Membership shall elect officers on the basis of floor nominations at the May meeting.  New officers will assume office at the next regularly scheduled meeting of the Association.  Officers shall serve one-year terms.

D. Rules for Meetings. Conduct of the Association's meetings shall be governed by Robert's Rules of Order, construed to allow sufficient discussions of interest to Association members.

Article IV: OFFICERS

A. President. The President shall preside at meetings of the Association, and is responsible for developing the agenda of each Association monthly meeting and shall include new policy matters proposed by any member. The President shall also appoint an editor of the Association newsletter. The President shall undertake such matters as assigned by the membership.

B. Vice President. In the absence of the President, the Vice President shall act on the President's behalf and perform such duties as may be assigned by the President.

C. Treasurer. The Treasurer shall keep appropriate bank accounts for the Association and report monthly on the receipts and disbursements. Such bank accounts shall be held solely for and contain only funds attributable to the Association.

D. Secretary. The Secretary shall keep the minutes of the Association's meetings and the other books and records of the Association. The minutes of the meetings may be in summary form, except as to the formal actions taken by the Association.

Article V: FORMULATION OF POLICY

The Association shall formulate policy by majority vote after notice of discussion of the policy matter to be considered and discussed thereof at the Association's monthly meeting. In implementing the foregoing sentence, the newsletter, --printed circular, or electronic notice -- shall include an agenda describing the subject matter of items about which the Association may be called upon to set policy. Notice shall be distributed among the houses and residents of Boylan Heights, in either electronic or print medium, such that every household is notified.  After such notice is given, the Association may then consider the policy items at its next meeting, and vote to determine the Association's policy position.

If a matter is raised at an Association meeting for the first time without preceding notice, the Association may discuss the matter but may not take a final vote until further discussion at the next monthly meeting. In the interim, the normal newsletter notice of the policy topic shall be given.

If a policy item or other time sensitive administrative decision requires action before the next monthly Association meeting, the officers of the Association are authorized, when appropriate, to take action on behalf of the membership. A majority of the officers must agree to the action in order to utilize such authority. Said actions shall be reported in the newsletter and shall be accepted or rejected by the membership at the next monthly meeting.

Article VI: AMENDMENTS TO BY-LAWS

These bylaws may be altered, amended, or repealed and new bylaws may be adopted by a vote of 3/5ths of the individuals attending an Association meeting, so long as the newsletter notice is provided as described above, and that the proposed change(s) be approved at the two consecutive monthly meetings.

Meet Your Neighbor:

Scott Langley and Sheila Stumph

November 2004

 

Sheila Stumph and Scott Langley live at 712 Dorothea Drive. They moved to Boylan Heights on 9/14/04. They are renting the less than 1200 square foot home and calling it Ailanthus House, a Catholic Worker community dedicated to providing hospitality to people from out of town visiting prisoners on death row. Ailanthus meaning “tree from heaven.”  The first hospitality house was started by Dorothy Day and Peter Maurin in New York in the 1930’s. The movement was named after the newspaper, The Catholic Worker, which is still published and costs 1 penny.  The Catholic Worker Movement is simply a network of communities living with and working with the poor and doing works of mercy. They have no agency supporting them. Sheila and Scott lived in a Catholic Worker community in Boston, prior to coming to NC.

Sheila and Scott married twice this summer, on June 12th in Texas and on July 3rd in upstate New York. Sheila, age 27, is from Chatham, NY. She has a degree in Peace and Global Studies from Earlham College in Richmond, Indiana. Scott, age 28, is from Ft. Worth, Texas and studied sociology, psychology, and photography at Southern Methodist University in Dallas. He has experience doing free-lance photography. Together they are working odd jobs, such as yard work and catering, so that they can meet their budget requirement of $1,000/month in order to operate the house. Perhaps some of you have seen the flyer they have distributed offering to do odd jobs such as house sitting, pet sitting, dog walking, cleaning or organizing projects, house cleaning, child care, and lawn care.

Sheila enjoys cooking and hiking and is an amateur quilter.  She has worked at a soup kitchen, where she learned to cook with whatever she has on hand. Scott plays the guitar and trumpet. He used to play in bands, with a folk/coffeehouse venue. He has spent a lot of time organizing with Amnesty International and on justice issues. The death penalty is their personal focus right now.

Most of all, Sheila and Scott are dedicated to running Ailanthus House for families and friends of prisoners on N.C.’s death row, of which there are 184 currently.  Sheila and Scott have turned the laundry room into a 3rd bedroom, thus allowing the house to sleep seven people. They intend to be present for vigils at Central Prison to provide comfort and hospitality to protesters of the death penalty. They could use donations for the Ailanthus House. If you would like to help, here’s what is needed: canned foods, cleaning supplies, soap, shampoo, toilet paper, pillows, blankets, mattress covers (single and double), a single bed, floor lamps, several hot beverage thermos, folding chairs, card tables or folding tables, poster board and paint to make signs, house plants and yard plants, and a flashlight. Also, if you have the ability to make copies, they could use help with getting copies made. On Tuesday, November 16 from 7 -9 pm there will be a benefit concert for Ailanthus House at Pullen Memorial Baptist Church. Tickets are $7 in advance or $10 at the door.

Sheila and Scott like Boylan Heights because of its proximity to Central Prison and to downtown. They like the “sense of a small neighborhood.” Please say hello to Sheila and Scott and welcome them to Boylan Heights.
