Bylaws
The
October meeting of the Boylan Heights Association
will be devoted primarily to discussion of new
bylaws. The proposed bylaws were published in the September newsletter
and can be found on the Boylan Heights Association Website (www.boylanheights.org) under
"Association." Amendments to change the proposed bylaws can be
made at the meeting. Bylaws approved at the October meeting will be voted
on at the November meeting for final approval.

Report President's Report:
1. As requested by the BHA at its August
meeting, a get well note was sent to Police Chief Jane Perlov. Along with the
note, I sent a floral arrangement that cost $71.69. Since I made the decision
to send the flowers, I'm willing to cover the cost. However, should the BHA
wish to reimburse me, I'd be most grateful. Chief Perlov sent the BHA a very
appreciative note in response.
2. As requested, I contacted Melanie Sill, Executive Editor of the News and
Observer, regarding the delivery of the South/Eastern Edition to
Motion Santiago Hernández moved to approve the
financial report as presented by Leslie Kellenberger.
Second: Elizabeth Dunbar; Outcome: Unanimously approved.
Motion Jay Spain moved to reimburse Jimmy Creech for
flower expenses for Chief Perlov in the amount of $71.69. Second: Pietro
Macaluso Outcome: Unanimously approved.
Discussion The attendees thank Jimmy Creech for
taking the initiative to send flowers to Chief Perlov on behalf of the
community.

Observer newspaper has been restored.
Announcement Jay Spain has resigned from Property
Improvement Committee and Social Committee. Dana Damico and KD Reeve have
resigned from the Social Committee. These committees now need volunteers for
chairpersons. Garden Club is also in need of a chairperson.
Motion Chris Weedy moved to reimburse for costs
associated with printing signs to announce BHA Tuesday meetings.; Second: Jay
Spain; Outcome: Unanimously approved.

report.2004 Boylan Heights ArtWalk Registration for the twelfth annual Boylan
Heights ArtWalk is well underway. Already 50 artists have applied and many new
artists are being considered. The registration deadline is Friday, October1.
The ArtWalk route will include the

The BHA will participate with a bake sale, T-shirt sale, and coordination of
welcome ambassadors. Helping with these activities could earn high school
students credit for 'service' hours. The ArtWalk committee has donated $120 to
the BHA to publish the November Newsletter which will include a flyer about the
ArtWalk.

two-year process, the Raleigh Historic Districts
Commission inserted itself into the Saunders North Redevelopment Plan. They
stuck language into the Plan, over the objection of the Working Group, to study
properties on both South Saunders and Lenoir Streets, for the potential
creation of a new local Historic District. It was the thought of the Working
Group that the creation of a Historic District would be contrary to the rest of
the Plan, which calls for the recombination of lots and a general .clearing of
the deck. by the City. Such changes would greatly encourage the private sector
to embark on significant redevelopment activities. Members of the Working Group
opposed the inclusion of the study language in the final report, but the
Council chose to include it. We now turn to the implementation of the plan, and
BHA will work to be at the table every step of the way.

newsletter publishing. Printing costs and discounts are being reviewed. There

Announcement Jay Spain mentioned that Moonlight Pizza
on Friday evenings is a great way to meet your neighbors.

Meet Your Neighbor:
October 2004
Is
it just me, or have you too noticed a recent influx of babies into the
neighborhood lately? The trend induced me to get to know them and, then to introduce
them
to
you. I put out a notice and I got a response from seven babies and their
families… Here they are from oldest to youngest…..
Lucie Peiwen Madison is the
16 month old daughter of Sam and Robin Madison of 1003 W. Cabarrus. Lucie
arrived in
Dolan Weaver is the 11 month
old son of Derrick and Heather Weaver of 805 W. Cabarrus. Dolan is very verbal
these days, “jibber-jabbering” to everyone he meets. He loves dogs - all dogs,
to put his hands in his mouth, to laugh, to be tickled, to be loud. He has just
learned to point to things that he wants and he’s learning to walk, although he
prefers to crawl fast.
He’s
really enjoying stairs these days.
James Bray is the 10 month
old son of Stephan and Catherine Bray and the brother of 3 year old, Bennett.
They live at 1029 W. South. James likes to make a lot
of
noise, like banging for example. He likes to climb stairs, get into his
sister’s toys, and most of all splash in the dogs’ water. His dogs are Emma and
Jack. James is pulling up now, cruising, and feeding himself. He has 4 teeth
coming in. He’s been experimenting with sounds, says mommy, daddy, no and sings
himself to sleep.
Jocelyn Settle is the 8 month
old daughter of John and Jackee Settle of 805 W. Lenoir. Jocelyn sleeps thru
the night, is a big eater, loves bath time, to clap to music and to play with
her 3 cats - Wesson, Smith, and Roxy. She was a “Groundhog Baby.” She likes
strings, buttons and lace. Jocelyn is eating solid foods now, waves goodbye,
and has a beautifully coquettish way of hanging her head sideways and smiling.
Esme Damico Lassman is the 4
month old daughter of Dana Damico and Kent Lassman of 620 W. Cabarrus. Esme is
named after the character, Esme, in a JD Sallinger story who is “precocious,
curious, and clever.” The real Esme is rolling over now. She’s putting
everything she can in her mouth. (She prefers her left fist.) Esme loves to
dance to Johnny Cash and Hank Williams. Her dog, Uma, is adjusting to sharing
her house and her life with Esme. Kent and Dana are very grateful for the
outpour of kindness from the neighborhood while Esme was in the hospital.
Ava Roark is the 4 month
old daughter of Lea and Dawson Roark of Dorothea Drive. Ava likes to be sung
to. She has learned to roll over and, in fact, does complete circles in her
crib, proven by video camera footage by her parents. Are they interested in
their child’s development or what? Ava
loves her new “jumpy chair” in which she bounces. Ava loves to “fly in the air”
- with the help of her parents of course. Ava is a good sleeper. Lucky parents!
Henry Stephens Powers is the
2 month old son of Libby Stephens and Nathan Powers. Henry weighed 7lbs 12 oz
at birth. He has strawberry blond hair and blue eyes. He has upset the lives of

The
historic neighborhood of

Over 60 neighborhood artists and friends of
neighborhood artists will be showing and selling
their
work on porches and in front parlors and artists' studios.
This is a wonderful opportunity to stroll
through an historic neighborhood and shop for special gifts for the holidays.
There will be a broad range of artwork from both new and well-established
artists, including paintings, prints, woven baskets, custom metalwork, jewelry,
clay and porcelain pots, sculptures, yard art, ornamental glass balls, blown
glass, beadwork, birdhouses and fabric handbags.
