Report       ArtWalk Committee: Elizabeth Dunbar provided report. The date for the 2004 ArtWalk is 5 December, 1:00 pm - 5:00 pm with a severe weather date of 12 December. Artist applications can be picked up at 422 Cutler Street or by sending email to DunbarCC@aol.com. All neighborhood artists are invited to participate.

Report       Garden Club Committee: Elizabeth Dunbar provided report. The current balance for the Boylan Heights Garden Club Checking Account is $469.81. Expenditures up to this time for 2004: 02/24/04 $29.82 Printing for pink truck. flyers 04/05/04 $40.00 Supplies for .pink truck luncheon The garden Club is currently without a President.

Discussion  Attendees discussed old business items and added the following items to the list of neighborhood concerns:

  • Pedestrian walk way on Western and signal for traffic from South Boylan Avenue making a right onto Western Boulevard.
  • Housing conditions for renters and slum lords
  • Transportation/Traffic
  • Petty Crime

Announcement Jimmy Creech announced that John Montgomery is to chair the Centennial Committee.

Announcement Jimmy Creech reported that the proposed bylaws will be printed in the September newsletter and discussed at the October meeting. At the October meeting, there will be an opportunity to amend and vote on the proposed bylaws. A second and final vote on the bylaws will be taken at the November meeting.

Motion      Anne McLaurin moved to have the Boylan Heights Association endorse the nomination of Project Enlightenment renovation and building addition for the Sir Walter Raleigh Appearance Commission awards, Second: Leslie Kellenberger, Outcome: Unanimously approved.

Motion      Leila May moved to create and/or re-activate              the 4 committees:

  • Garden Club to address the issues of neighborhood appearance
  • Boylan Heights Directory Committee to update regularly the Boylan Heights Directory
  • Beyond the Neighborhood Committee to deal with issues and developments outside the neighborhood that impact Boylan Heights, such as the Downtown West Gateway Small Area Plan and Saunders North Area Redevelopment Plan, the Dorothea Dix property, the TTA light rail and intermodol plan, the convention center, traffic, etc.
  • Boylan Heights Centennial Committee to plan a celebration for and commemoration of the first 100 years of Boylan Heights in 2007

Motion      Pietro Macaluso motioned to display sign advertising monthly Boylan Heights Association meeting on Sunday prior to meeting date, Second: Santiago Hernández, Outcome: Unanimously approved

Motion      Jessica Schrider Macaluso moved to have Jimmy Creech contact News and Observer on behalf of the Boylan Heights Association to petition for the return of the Final Edition version of the newspaper to our neighborhood, Second: Leslie Kellenberger Outcome: Unanimously approved

Motion      Leslie Kellenberger moved to send Chief Perlov a greeting card. Second: Santiago Hernández, Outcome: Unanimously approved

Next Meeting The September 2004 BHA meeting is scheduled for Tuesday September 28th at 7:00 PM.

ArtWalk 2004 Update

2004 Boylan Heights ArtWalk is now accepting artists’ applications.  The ArtWalk will be held 5 December 2004 from 1:00 p.m. - 5:00 p.m.  Either call Elizabeth Dunbar at 836-8136 or email to Dunbarcc@aol.com to receive an application.  DEADLINE for applications is 1 October.  Fees are: Resident Adult Artists: $25, Resident Child Artists: $6.  Non-Resident Adult Artists: $35.

 The Boylan Heights Association committees provide opportunities for neighbors to contribute important services to the neighborhood.  The following committees are in need of volunteers:

  • Social Activities (plans and sponsors social events throughout the year to help neighbors get together and meet);
  • Garden Club (works on projects to enhance the appearance of the neighborhood)
  • Property Improvement (monitors neglected property in the neighborhood and encourages improvement)

Meet Your Neighbor:

Heather, Dolan, and Derrick Weaver

September 2004

The Weavers live in Boylan Heights at 805 W. Cabarrus Street. Derrick bought the house in June 1994.  The story of how he found the house is one of pure coincidence. Derrick had begun looking for a home by asking his real estate agent to look for “an old house” for him. The real estate agent immediately thought of Oakwood and suggested taking Derrick there. That is - until Derrick informed him he had $70,000 to spend. At that point, the real estate agent began showing Derrick 1950s bungalows in Mordecai and “outer Five Points.” One day in 1994, as Derrick was going down Boylan Ave and turned onto Cabarrus to get onto Western Blvd., he saw 805 Cabarrus on his left, “with grass 2 feet high” and a “for sale sign in the yard.” He called the owner who informed him the key was on the back porch. Derrick helped himself to the key, looked around the house, and fell in love. The house was $70,000. He bought it.

On the other hand, Heather, who married Derrick in November 2001 and moved in, wasn’t quite so sure about the neighborhood. She states that when she first lived here she was “nervous” and unsure about safety in the neighborhood. Since then she has relaxed to the point that she takes daily strolls with Dolan, who is 10 months old.  She is enjoying “getting to know the neighborhood.”

Thirty six year old Heather Connelley Weaver is Irish. She grew up in Alexandria, VA.  She moved to Raleigh to go to Meredith College in 1986, where she graduated four years later with a major in theater and two minors - one in art and the other in history. Before becoming a mother Heather taught drama at Hunter Elementary for 11 years. As a fulltime mother of 10 month old Dolan, she finds time to do calligraphy and to paint babies’ nurseries. She designed Dolan’s nursery with the theme from two favorite children’s books - Click Clack Moo and Giggle Giggle Clack. Recently Heather has begun exploring her photographic skills. She is also cleaning houses on a part-time basis, with the goal of staying home with Dolan until he reaches kindergarten.

Heather’s parents live in Florida and recently spent the summer here in Boylan Heights, renting a home on S. Boylan for the summer. Heather has a brother and a sister in Virginia and a brother in South Carolina.

Thirty nine year old Derrick grew up in Greensboro, where his mother and brother still currently reside. His father resides in Arizona and another brother is in Hickory. Derrick attended UNC-Charlotte for 2 years, then Sandhills Community College where he got an associate’s degree in landscape gardening. Following this, he went back to Greensboro to A&T and got a degree in civil engineering. Now he works as a civil engineer for NC Department of Transportation in the Project Development branch, where he helps manage private contracts which deal with writing environmental documents for road projects.

Dolan was born on October 26, 2003. His name comes from Heather’s great, great grandmother from Ireland whose maiden name was Dolan. They were searching for a “D” word that would fit as a first name to maintain a family tradition as Derrick is Derrick Gray Weaver and his father is Donald Gray Weaver. Dolan has two lower teeth and is constantly putting things in his mouth to try out those teeth. He is not Dora the Explorer, but Dolan the Explorer, as he is constantly on the go, exploring his environ.

Sarah, an 8 year old boxer acquired from Carolina Boxer Rescue, became an addition to the Weaver family 2 months ago. She and the Weavers are all in training classes together.

The Weaver’s 1200 square foot house built in 1915 was a “kit house.” They aren’t sure what company built the kit. They came upon the exact same house as theirs while exploring one day in Spartanburg, South Carolina. The 3 bedroom, 1 ½ bath has undergone the following renovations since its purchase in 1994: a full bath upstairs, the kitchen, the dining room, cupboards in the living room, the front and back porches. They have added a ½ bath, a basement workshop and a basement office. Derrick and Heather have also painted the whole house on the inside and are preparing to paint it on the outside. They put in a new furnace, air conditioning, water lines, and drain lines since purchasing the house. Landscaping is planned for the near future.

Besides being busy parents and homeowners, Derrick and Heather manage the property at 502 S. Boylan, own and maintain rental property in Raleigh, and two years ago purchased as a business a tree farm in Albemarle.

Heather and Derrick like Boylan Heights because of its proximity to downtown where Derrick works. They enjoy the “character or feel of the old houses and big trees.” They enjoy the neighborhood graduation party and block party (The Big Boylan Bash,) as well as the fact that there are “a lot of kids.” They observe that over the last 10 years more single family dwellings have happened and they like that, although they also like the fact there are group homes in Boylan Heights, giving our neighborhood “diversity.” They think they might be the only Republicans in the neighborhood. As to goals for the neighborhood, Heather would like to see a mother’s morning out group as well as more activities for children and mothers. Derrick would like to see the neighborhood directory updated. Both are involved with The Boylan Heights Association by way of distributing monthly the newsletter.

October BHA Meeting &

Boylan Heights Association Bylaws

 For several years, the Bylaws of the Boylan Heights Association have needed to be revised and updated. 

The process was started last fall but not completed.  A set of proposed Bylaws were developed by the BHA and they are printed below.  The current Bylaws and the proposed Bylaws are also on the Boylan Heights Website www.boylanheights.org

Proposed changes to the Bylaws must be published well in advance of a vote and must be approved at two consecutive meetings of the BHA. 

The October meeting of the BHA will be devoted to the proposed new Bylaws.  Any motions to amend parts or the whole of the proposed Bylaws will be discussed and voted on.  A vote on the full text of the proposed Bylaws will be taken at the end of the meeting. 

 A second vote on the full text of the proposed Bylaws will be taken at the November meeting.  The new Bylaws will take effect immediately.  I encourage everyone in the neighborhood interest in new Bylaws to attend to attend the meeting and participate in the process.

Proposed Bylaws of the Boylan Heights Association

Article I:  NAME

 The name of this organization shall be the Boylan Heights Association (hereinafter “Association”)

Article II: PURPOSE

 The Association shall preserve and enhance the quality and diversity of neighborhood life in the Boylan Heights area of Raleigh, North Carolina.

Article III: ORGANIZATION

A.   Membership.  The membership of the Association shall consist of residents of Boylan Heights, and individuals who work or own property in Boylan Heights Meetings.  Unless otherwise agreed, the Association shall meet on the fourth Tuesday of each month at 7:00 PM at a location convenient to the Membership.

B.   Election of Officers.  The Association Membership shall elect officers on the basis of floor nominations, at the annual Association summer event.  New officers will assume office at the next regularly scheduled meeting of the Association.  Officers   shall serve one-year terms.

C.   Rules for Meetings.  Conduct of the Association’s meetings shall be governed by Robert’s Rules of Order, construed to allow liberal discussions of interest to Association members. 

Article IV:  OFFICERS

A.   President.  The President shall preside at meetings of the Association, and is responsible for developing the agenda of each BHA monthly meeting.  The President shall also appoint an editor of the Association newsletter.  The President shall undertake such matters as assigned by the membership.

B.   Vice President.  In the absence of the President, the Vice President shall act on the President’s behalf and perform such duties as may be assigned by the President.

C.   Treasurer.  The Treasurer shall keep appropriate bank accounts for the Association and report monthly on the receipts and disbursements.  Such bank accounts shall be held solely for and contain only funds attributable to the Association.

D.   Secretary.  The Secretary shall keep the minutes of the Association’s meetings and the other books and records of the Association.  The minutes of the meetings may be in summary form, except as to the formal actions taken by the Association 

Article V:  FORMULATION OF POLICY

The Association shall formulate policy by majority vote after notice of discussion of the policy matter to be considered and discussed thereof at the Association’s monthly meeting.  In implementing the foregoing sentence, the newsletter, - printed circular, or electronic notice - shall include an agenda describing the subject matter of items about which the Association may be called upon to set policy.  Notice shall be distributed among the houses and residents of Boylan Heights, in either electronic or print medium.  After such notice is given, the Association may then consider the policy items at its next meeting, and vote to determine the Association’s policy position.

 If a matter is raised at an Association meeting for the first time without preceding notice, the Association may discuss the matter but may not take a final vote until further discussion at the next monthly meeting is held.  In the interim, adequate notice of the policy topic shall be given. 

 If a policy item or other time sensitive administrative decision requires action before  the next monthly Association meeting, the officers of the Association are authorized, when appropriate, to take action on behalf of the Membership, and to report said actions to the Membership at the next monthly meeting.  A majority of the officers must agree to the action in order to utilize such authority. 

Article VI:  AMENDMENTS TO BY-LAWS

These bylaws may be altered, amended, or repealed and new bylaws may be adopted by a vote of 3/5ths of the individuals attending an Association meeting, so long as adequate notice is provided as described above, and that the proposed change(s) be approved at two consecutive monthly meetings.
