BOYLAN HEIGHTS ASSOCIATION MEETING MINUTES
Tuesday, January 24, 2006
7:00 to 8:30 PM
Project Enlightenment

Attendees were: Dan Dunbar, Kim Stone, Gayle Lowry, Chris Weedy, Norbert Richter, Andrew Morris,

Evelyn M. Fahy, Jeff Mason, Chris Loell, Kent Lassman, Esme Lassman, Dan Palmer, David Tremblay,

Roberto Owens, Stefan Bray, Brenda S. Corbin, and Jennie laMonte. 

Guests:  Charles Taylor, Michael Reynold, Neal Vaughn and Lt. Miller from the Raleigh Police Dept.;

Charlenzo Belcher from Wake Co. Human Services.

 

1.       No additional items were requested to be added to the agenda.  Dan Dunbar stated Jimmy Creech’s request that since the Pres. and V. Pres. were not present at the meeting, that no votes be taken.  Dan conducted the meeting.

 

2.       Review of minutes from the December 2005 BHA meeting.

a.   No comments to the minutes were noted.

 

3.      Finance Report - Leslie Kellenberger – Treasurer (via email):

b.   Revenue in December:  $1,107.00 

c.   Expenses in December:  $615.36 

d.   Ending bank balance as of 12-31-06:  $4,770.34

e.   Opening bank balance as of 1-1-05:  $2,636.51

f.    Total revenue in 2005:  $5,375.43

g.   Total expenses in 2005:  $3,241.34

 

4.      Special Guests

h.   Capt. Reynolds, Lt. Miller, Sgt. Vaughn – Raleigh Police Dept.  Larcenies are the biggest problem in BH.  There will be a “Clean Sweep” on Jan. 25.  An effort is being made to clean up S. Saunders St.  Officers are patrolling on bikes and horses with an increased presence in BH.  There is gang activity at Heritage Park.  Crime is up with the new developments in downtown.  There is a problem with people “hanging out” and using the pay phone near the Ice Market.  Capt. Reynolds offered citizens to ride in a police car on Fri. or Sat. nights to experience what the police officers see and do.  If you see something suspicious, call 911.  We want to make downtown a safe and vibrant place.

i.    Officer Charles Taylor – Raleigh Police Dept.  Officer Taylor patrols BH.  He suggests that foliage be cut back around properties to improve visibility and deter crime.  Lock your car and hide or take your belongings into the house.  Secure your property.  Gayle Lowry discussed the recent armed robbery on the 900 block of W. South St.  Per the police officers, to avoid this you should minimize yourself as a target by being aware of your surroundings.  Cooperate with a robber to protect your life.  Never go with someone to another location.  Discussions about problems on Florence St. and suspicious traffic.  Discussions about crime prevention through environmental design.

j.    Charlenzo Belcher – Wake Co. Human Services.  Charlenzo has 20 years of experience working with youth and gangs.  He provided an extremely interesting presentation.  There is increasing gang activity in Raleigh.  Gangs use “tagging” and paint messages on walls.  Typically their members lack a sense of future purpose, have no feeling of self worth and participate in peer-sanctioned behavior.  Charlenzo described several aspects of the gang culture including tattoos, clothing, violence and speech patterns.  He can be reached at 856-7308 and will welcome answering questions from the community.

 

5.      Reports from Committees and Special Neighborhood Projects.

Tom Griggs and Robbie Forrest at 919 W South -- children Adam and Kay.

                        Paul and Deborah Fitchett at 409 Kinsey. 

Laurie and Mike Gordon at 401 S Boylan -- two sets of twins!

Jennifer Simmons and Matthew Staton at 620 W Cabarrus.

Brittany Anderson at 609 S Boylan.

The Welcoming Committee also visited with Roberto Owens at 410 Cutler.

Special thanks to Chris Weedy for her sharing cobbler with various new neighbors.

l.    Meeting time ran short and there was no discussion about Newsletter cost or Centennial planning.
