BOYLAN HEIGHTS ASSOCIATION MEETING MINUTES (*Revised 9-27-05*)

Attendees were:

 

 

 

  1. Review of minutes from the July 2005 BHA meeting.
    1. The full text meeting minutes were approved with no exceptions.

 

  1. Finance Report - Leslie Kellenberger, Treasurer (via email).
    1. Revenue in August:  $400.00  (Bash)
    2. Expenses in August:  $248.40  (Bash)
    3. Ending bank balance as of 8-23-05:  $3,547.13

 

  1. Reports from Committees and Special Neighborhood  Projects.

a.  Welcoming Committee - Lyman Collins:  We have greeted three new neighbors since our last meeting. * Please join me in welcoming Kim Mercer and Scott Runyon who have moved in at 605 Cutler,  Karla Oakley who lives at 402 Kinsey, Amy Winecroft, David Lehman and a mystery neighbor who have taken up residence at 906 Dorothea. *  We are glad to have you in the Heights!

Also a special thanks to Brenda Corbin at 400 Kinsey who alerted me to Karla’s arrival.  I encourage others to let me know when you have a new neighbor so the Welcoming Committee can share neighbor information, resources and give them a warm, neighborly welcome.  You can reach me by phone at 821-0899 or email lyman.collins@townofcary.org.

The Welcoming Committee will meet sometime in the next month.  If you would like to be a part of the committee please let me know.

 

b.   Dix Property – Jay Spain:  The city/county unveiled a new plan including several multi-story condos and a hotel as reported in the N&O.  They evidently did not use the input from previous public meetings.  The Sierra Club is now involved.  Value of the land is $30-40 million.  Jay will ask for input from BH via email.  The General Assembly will eventually decide what happens so it is important to voice your views to elected representatives.  Jay believes the media is on the side of limited development.

 

c. Problem Properties – Jimmy Creech:  A third meeting was held on Aug. 22 to discuss properties on the 700 block of S. Boylan and Florence.  The group is working with the Police and Planning Departments.  Thomas Crowder is very supportive.  701 S. Boylan has made some improvements; fence, floodlights, no trespassing sign and cleaned up yard.  Problems have migrated to 715 S. Boylan.  Police have done checkpoints at W. South and S. Boylan suspecting drug deals.  Police urge neighbors to call 911 when they see something out of the ordinary.  The armed robbery in the 1000 block of W. Cabarrus was by men from S. Carolina who were later captured.  Anyone interested in leading the Community Watch Committee should talk to Jimmy.  

 

 

            d.  Big Boylan Bash – Jimmy Creech: Bash is Sunday August 28th from 5- 10 pm.  Elected officials will be recognized.  Bring a covered dish.  Need volunteers throughout the day.

 

e.  Garden Club – Jimmy Creech:  Jimmy thanked Jessica Macaluso for her leadership.  Plantings at Dupont Circle look great.
 

  1. New Business.

a.       Sidewalks – Jimmy Creech:  Jimmy has asked the Garden Club to repair sidewalks and clear overgrowth.  The Garden Club does not want to take on the controversial issue of sidewalk repair.  Jimmy wants the BHA to take over fixing sidewalks and is looking for volunteers.  Discussion about costs to repair sidewalks, owner vs. City costs.  City pays for root damage only, owner pays for all else.  Can pay the City back on a payment plan over time.  Need clarity on the City’s specification for sidewalk repairs.  Need clarity on who can cut bushes on right-of-way between sidewalk and road.

 

b.      Traffic – Jimmy Creech:  Jim Kellenberger has written a letter to Mike Keenan/City of Raleigh, which was read to the attendees.  Discussion about one-way traffic on Dorothea and turn sign.  Discussion about increased truck traffic on Boylan.  Feed any traffic concerns to Jim K.

 

c.       Abandoned Cars – Evelyn Fahy:  You can call the City if a car has not been moved in 7 days and the car will be ticketed.

 

d.      Greet Thomas Crowder – Kim Stone:  Meet and greet Thomas Crowder at the Kellenbergers on Sept. 14, 5:30-7:30.

 

e.       Bloomsbury Estates – Jay Spain:  Pre-construction prices for these condos is $261,000 - $900,000.  A brewery/pub is planned for across the street on Boylan at the old antique store.
