BOYLAN HEIGHTS ASSOCIATION MEETING MINUTES
Tuesday, July 26, 2005
7:00 to 8:30 PM
422 Cutler Street

Attendees were:  Dan Dunbar, Jay Spain, Chris Weedy, Evelyn M. Fahy, Steven McCallister, Jeff Mason, Marsh Hardy, Amy McCallister, Don Davis and Jimmy Creech.

 

1.      Review of minutes from the June 2005 BHA meeting.

a.   The full text meeting minutes were approved with no exceptions.

 

2.      Finance Report - Leslie Kellenberger, Treasurer.

b.   Revenue in July:  $600.00 (Bash Income)

c.   Expenses in July:  $3.83 (Misc.)

d.   Ending bank balance as of 7-24-05:  $3,395.53

e.   Monthly newsletter printing expenses are being covered by neighbor donations.

 

3.      Reports from Committees and Special Neighborhood  Projects.

a.  Website Committee - Chris Weedy:  Total number of Hits to Date:  24,091 (1,100 hits this month).  New Postings to Web Site include a New Link: VisitRaleigh.com and Updates on Real Estate.  Correction to info provided at last meeting: a total of 12 properties had sold as of last BHA meeting (not 10); current number is 15 for the year.  Rolando Vargas is no longer the letter carrier for southern half of Boylan Heights therefore we will not be interviewing him for Meet Your Neighbor.

 

b.  Newsletter - Dan Dunbar:  We are looking for columns or articles of interest to the neighborhood. Advertisements are not being pushed.

 

c.  Welcome Committee - Lyman Collins:  The Welcoming Committee continues to greet our new neighbors.  Since our last meeting we have welcomed Sarah and Chris Todd at 315 S. Boylan, Diana Levey & Greg Rideout at 802 W. South, Marcia Mengel at 705 Florence, Debbie & Joe Lubell at 1014 W. Cabarrus and the new neighbors at 410 S. Boylan.  Let me know of new neighbors so we can make them feel welcomed to our great neighborhood.

 

            d.  Big Boylan Bash Committee - Chris Weedy: Bash is Sunday August 28th, 2005 from 5- 10 pm at Dupont Circle Park.  We will eat at 5 pm.  Please bring a potluck item to feed 8 - 10 people.  Drinks will be provided.  Beer will be sold.  Some seating will be provided.  Bring a lawn chair if you’d like.  A program is planned for 6 pm recognizing elected officials impacting our neighborhood. Live music will be a major feature at The Bash.  Steve Guth will be donating refreshments.  A t-shirt has been designed (sponsored by Public Service North Carolina) and will debut at The Bash.   We are looking for sponsors.  Sponsorship is available at $300 and $200 levels.  Sponsors will be recognized on the neighborhood web site, in the neighborhood newsletter and at The Bash.  Two sponsors have been identified already. They are: Peter Rumsey and Bloomsbury Estates. Please consider volunteering.  We need neighbors to welcome neighbors, help setting up for the event, help tearing down, someone to carry out children’s activities, etc.  Chris Weedy, 2005 Bash Coordinator  755-3558

 

e. Problem Properties – Steven McCallister:  A second meeting was held on July 25.  27 attended including Thomas Crowder and a Raleigh Police Officer.  Some agreements were made for minor improvements at 701 and 715 S. Boylan.  707 Florence has pit bulls and a request was made to have them removed.  709 W. South was also discussed.  Reviewed drug and criminal activities.  Call 911 if you see something out of the ordinary.  A meeting is planned for Aug. 5 with the Raleigh Police Chief.  Jimmy Creech discussed involvement of BHA.  He has decided to have neighbors directly in contact with problem properties be involved in corrective action.  He does not want the BHA to be subject to lawsuits.  Other discussions included hiring off-duty police officers to patrol Fri. and Sat. nights, applying for federal grants, incentives for police officer to move into the area, weed and seed grants, and the difficulty of closing down one area only to have the problem re-surface nearby.  Police say this group is having an impact with more police presence locally.  Jimmy Creech and Jay Spain briefly discussed the re-development plan for the South St. area. Items discussed included calling City Planning Dept. to check plan status of blighted areas, federal funding availability, a greenway is planned as well as new road and house demolition. 

 

f.  Garden Club – Jessica Macaluso (via email later):  The Garden Club is meeting Aug. 10 at 6:30 at 414 Cutler, please try to make it.  Looking for volunteers to make a list of overgrown/broken sidewalks. Still waiting for the landscape designs for the northern and southern ends of the neighborhood.  Contact Jessica at 828-2772 or jjschrider@hotmail.com
 

4.      New business.

a.   Dix Property – Jay Spain:  Public Hearing was held on July 19.  (2) broad scope proposals were made.  Land Design, the design consultant, was generally bashed for favoring development.  Most attendees did not want further development.  Jay thought both proposals were unacceptable.  Marc Basnight is on the Dix Board.
