The meeting was called to order by the President, Jimmy Creech at 7:00 PM.
I. Announcements and requests for additional items for the Agenda.
President Jimmy Creech announced:
- May Election will be held next month. Nominations can be made on the floor during the May meeting. Please contact your nominee prior to the May meeting to make sure the candidate is willing to serve. Also, please consider nominating more than one candidate for the same office.
II. Review and approve the February 2005 Minutes - Santiago Hernández, Secretary
Motion: Jay Spain moved to adopt the February 2005 minutes as amended.

Traffic Engineering Public Works
His division . traffic lights, pavement painting,
Traffic calming phases . evaluation complete on 60+ neighborhoods, moving on to projects, e.g. Ashe Avenue. Projects ranked by speed, volume, & safety. Reduce speeds in residential areas. BH is in second group, evaluation / data gathering in Fall. (Streets on list: Boylan Ave, Cabarus, Doroteha, Florence, Kinsey, Lenoir.)
Dorothea . to two-way traffic . looking for a neighborhood consensus to take to the City Council
No Turn on Red from Boylan N to South E . Removal
In evening, 295 making that left turn
25% . 45% turn right onto South from Boylan
40-90 people an hour turn right during day
Merge all three lanes on Boylan going North.
Parking on west side of South Boylan . Petition from home owners
Truck route ordinance
3 or more axles must stay on local truck routes
Record, company, date and time, license plate number gather data and send to Mike Kennan. Is Boylan Avenue a truck route?
Pedestrian Signal on Western . Folks on Boylan turning right sometimes do not see the light. Left onto Boylan from Western, light does not hang over left lane.
Jim Kellenberger to consolidate traffic issues.
IV. Finance Report - Leslie Kellenberger, Treasurer
Opening Balance 1/1/2004: $2,636.51
Total Revenue for the past month: $0
Expenses for the past month: $400
Ending bank balance as of 3/23/2004: $4,245.51
Motion: Santiago Hernández moved to approve the Treasurer's report.

Outcome: Unanimously approved
V. Reports from Committees and Special Neighborhood Projects:
a. Directory Committee: Evelyn M. Fahy
- The directory has been printed and will be distributed to participants in the next few days.
- I would like to acknowledge several individuals for their hard work and support during this project: David Kerley and Chris Weedy, committee members, as well as Jeff Groves, K.D. Reeve, Derrick Weaver, and the block-by-block newsletter distribution team. Note: will read separate piece acknowledging these individuals.)
- Sponsors will be acknowledged a second time in the May 2005 newsletter.
b. Beyond the Neighborhood: Jay Spain (Report on Dorothea Dix)
Three main issues are:
- Existing building
- In fill
- Open space used for additional construction, 55 acre field and related controversy
c. Website Committee: Chris Weedy
- Total Number of Hits to Date: 20,250+ (1,450 hits in past month)
- Committee met with seven neighbors on 4/20/05 to discuss email lists.
- Please remember: Boylan Announce is for announcements only. It should include who, what, when and where.
Be succinct! All other communication should be sent to Boylan Discuss.
Please do not spam the neighborhood on Boylan Announce.

- Total # of newsletters printed this month 310.
- There was no sponsorship for the April Newsletter.
- Any businesses and family sponsorship for future newsletters are

- I'm looking for a volunteer to take over for Derrick Weaver's job of coordinating the distribution of the monthly BH Newsletter starting in May. Anyone interested, please contact me with any questions, and I will give you the details of the responsibilities.
- Announcing that Ed & Jenny Rogers have volunteered to deliver West Cabarrus Street and West Lenoir Street.
e. Welcoming Committee: Lyman Collins
The Welcoming Committee met on April 5, 2005 and reviewed welcoming information and brainstormed additional ways to make new neighbors feel welcome.
Additional ways to make new neighbors feel welcome:
- welcome page on the website.
- welcome new neighbors in the newsletter.
- recognize newcomers at association meeting and ask if there are any new neighbors present
- work through area realtors and landlords to find out when there is turnover in houses/apartments.
New neighbors welcomed since the last meeting:
- Cindy Sue Carmack & Emily Broudy at 620 W Cabarrus
- Sheri Seiferheld & Ned Nedwidek at 509 Florence Street.

- Jay Spain . Sales of Raleigh Saw Company on Montford (David Justice leasing )
- Amy McAllister raised concerns about nuisance issues in the 700 Block of Boylan Avenue, to be discussed at the next meeting.
