The meeting was called to order by the President, Jimmy Creech at 7:00 PM.

I. Announcements and requests for additional items for the Agenda

    President Jimmy Creech announced:
  1. the next meeting of the Association will be on April 26, in room 304 (a different room for this meeting only) from 7 to 8:30 PM; and,
  2. Eric Lamb from the City of Raleigh will be our guest at the next meeting (April 26) to discuss the Traffic Calming Program.
    Residents are encouraged to come to the meeting to discuss traffic issues in Boylan Heights.
The president asked for additions to the Agenda. Reports from the Garden Club and Newsletter Editor were added.

II. Review and approve the February 2005 Minutes - Santiago Hernández, Secretary

The president asked if there were corrections or additions to the February minutes.
Corrections: "Bea Baker" was changed to "Ben Baker" in the attendance list;
"January 2004 Minutes" was changed to "January 2005 Minutes"; and,
"1/1/2004" was changed to "1/1/05" and "2/21/2004" was changed to "2/21/2005" in the finance report.

Motion

Santiago Hernández moved to approve last month.s meeting minutes as corrected.
Second: Don Palmer
Outcome: Unanimously approved

III. Finance Report

Treasurer Leslie Kellenberger provided report. Opening Balance 1/1/2004: $2,636.51
Total Revenue for the past month: $1,666.43
(income from sponsors who purchased ads in the new Boylan Heights Directory) Expenses for the past month: $255.14
Ending bank balance as of 3/23/2004: $4,047.80

Glenn Plott moved to approve the Treasurer.s report.
Second: Marsh Hardy
Outcome: Unanimously approved

IV. Special Guest: Dan Howe, Assistant City Manager

who discussed PROP (Probationary Rental Occupancy Permit) which went into effect in mid-February. He also discussed the closing of the western most end of Mountford Street and the use of the landfill area of Doreathea Dix property for dirt excavated from the new Civic Center construction site.

Motion

Marsh moved that Sense of the Meeting go on record to support the bridge be owned by the city, keeping traffic from Cutler to Mountford open, and closing through traffic into the Prison.

V. Reports from Committees and Special Neighborhood Projects:

a. Beyond the Neighborhood - Jay Spain moved adoption of the following resolution:
Whereas the Dorothea Dix property is of significant historical value to the Capital City and the State of North Carolina; and,
Whereas it is the last extensive open space adjacent to downtown; and,
Whereas the character and use of the Dorothea Dix campus has and will have dramatic and significant impact on the Boylan Heights neighborhood and the City of Raleigh;
Be it resolved that the Boylan Heights Association supports the goals and purposes of the .Friends of Dorothea Dix Park. organization; and,
Be it resolved that the Boylan Heights Association desires the establishment and support of a vital historic capital park on the Dorothea Dix campus, saving the existing open space and preserving the historically significant buildings.

Glenn Plott moved to Call the Question to end debate on the motion.

Jay Spain moved that the Boylan Heights Association become a member of the .Friends of Dorothea Dix Park. ( $40 membership fee).

Outcome: 2 opposed, motion passed

c. Directory Committee: Report by Evelyn M. Fahy, Chairperson:
The 2005 edition of the directory is nearly complete:
  1. All questionnaires and sponsor ads have been collected
  2. Questionnaire data was merged and proofed
  3. All data and sponsor ads were laid out by our designer.
  4. Final proofing and editing is in progress.
  5. Next phase is to print and distribute directories.
  6. Sponsors were acknowledged in the March 2005 and on the Boylan Heights Association Website.
d. Garden Club: Jessica Schrider Macaluso, Chairperson
The Pink Truck is coming on Friday, April 1st. Please have all of your non-flammable discards on the curb by 7:30 am Friday morning. We are still looking for food donations (covered dishes, sodas [preferably with caps so that the men can take the drinks with them] etc) to provide lunch to the 20 hungry men that run the Pink Truck for Boylan Heights. Please call me or email me with any help you can provide us. There will be a Spring Plant Swap on Sunday, April 10, from 2pm -3:30pm on the porch of 605 Cutler St. As you're cleaning up your yard this spring and dividing your perennials, save those divisions to share with your neighbors. Please let me know if you will be able to attend.

e. Newsletter: KD Reeve, Editor
  1. Total # of newsletters printed this month 310.
  2. We are appreciative of KWICKLEAN Dry Cleaning Service for the monetary contribution to cover the cost of the March BHA Newsletter.
  3. Again, I want to express appreciation for the generous donation from the Communications Group, Inc. in February for sponsoring the entire printing cost of the February issue.

  5. The BHA March 2005 Newsletter has a blue insert this month titled "March 2005 Insert". Please contact me if you did not receive it.
  6. Corrections to BHA Newsletter March 2005 issue: a. Article on page 3, title of article should read: "The Boylan Heights Mails Groups, Their History and Future" b. BH Newsletter circulation note on page 4 should read: "... submissions should be sent by Tuesday, April 19, 2005"
  7. Derrick and Heaterh Weaver are moving and we need someone to take over Derrick's job of coordinating the distribution of the Newsletter.

VII. New Business

Joseph Humberman moved:
Rules for the Boylan Heights e-mail lists:
1) No personal attacks or foul language on any list.
2) Any topic is OK on Boylan_Announce -- political, association business, anything except personal attacks or foul language.
3) Replies to messages on Boylan_Announce go to Boylan_Discuss except, when a policy position is taken on Boylan_Announce -- then there can be one rebuttal on Boylan_Announce, before replies must be directed to Boylan_Discuss.
4) Only the preceeding two to three weeks of messages are retained in the archives.

Rules for the moderator policies:
1) Three moderators for the list.
2) Any one moderator may approve a message.
3) There must be a unanimous decision of the moderators to censor or redirect a message from Boylan_Announce to Boylan_Discuss.

The president stated that the motion should go to the Website Committee before being considered by the Association.

Michael Lee moved to refer the motion to the Website Committee.
Second by Stefanía Svernisdottir.
(No action due to adjournment -- to be considered at the next meeting.)
