At the October BHA meeting, we announced a project to update the neighborhood directory. The project is just beginning, but I presented a few ideasfor this edition of the directory:
--Distributing printed questionnaires with an upcoming newsletter and setting up an electronic questionnaire on the BHA Web site
--Offering printed questionnaires at the BHA booth during the December Art Walk
--Offsetting printing costs by selling ads or sponsorships to a few local vendors
I am looking for one or two committee members who can work on to secure the ads/sponsorships. If you're interested, please send me an e-mail at bungalow@boylanheights.org.

PROPOSED Bylaws of the Boylan Heights Association
Article I: NAME
The name of this organization shall be the Boylan Heights Association (hereinafter "Association").
Article II: PURPOSE
The Boylan Heights Association shall preserve and enhance the quality and diversity of the neighborhood life in the Boylan Heights area of Raleigh, North Carolina.
Article III: Organization
A. Membership. The membership of the Association shall consist of residents of Boylan Heights, and individuals who work or own property in Boylan Heights.
B. Meetings. Unless otherwise agreed, the Association shall meet on the fourth Tuesday of each month at 7:00 PM at a location convenient to the Membership.
C. Election of Officers. The Association Membership shall elect officers on the basis of floor nominations, at the May meeting. New officers will assume office at the next regularly scheduled meeting of the Association.Officers shall serve one-year terms.
D. Rules for Meetings. Conduct of the Association's meetings shall be governed by Robert's Rules of Order, construed to allow sufficient discussions of interest to Association members.
Article IV: OFFICERS
A. President. The President shall preside at meetings of the Association, and is responsible for developing the agenda of each Association monthly meeting and shall include new policy matters proposed by any member. The President shall also appoint an editor of the Association newsletter. The President shall undertake such matters as assigned by the membership.
B. Vice President. In the absence of the President, the Vice President shall act on the President's behalf and perform such duties as may be assigned by the President.
C. Treasurer. The Treasurer shall keep appropriate bank accounts for the Association and report monthly on the receipts and disbursements. Such bank accounts shall be held solely for and contain only funds attributable to the Association.
D. Secretary. The Secretary shall keep the minutes of the Association's meetings and the other books and records of the Association. The minutes of the meetings may be in summary form, except as to the formal actions taken by the Association.
Article V: FORMULATION OF POLICY
The Association shall formulate policy by majority vote after notice of discussion of the policy matter to be considered and discussed thereof at the Association's monthly meeting. In implementing the foregoing sentence, the newsletter, --printed circular, or electronic notice -- shall include notices an agenda describing the subject matter of items about which the Association may be called upon to set policy. Notice and shall be distributed among the houses and residents of Boylan Heights, in either electronic or medium, such that every household is notified. After such notice is given the Association may then consider the policy items at its next meeting, and vote to determine the Association's policy position.
If a matter is raised at an Association meeting for the first time without preceding notice, the Association may discuss the matter but nay may not take a final vote until further discussion at the next monthly meeting. In the interim, the normal newsletter notice of the policy topic shall be given.
If a policy item or other time sensitive administrative decision requires action before the next monthly Association meeting, the officers of the Association are authorized, when appropriate, to take action on behalf of the membership. A majority of the officers must agree to the action in order to utilize such authority. Said actions shall be reported in the newsletter and shall be accepted or rejected by the membership at the next monthly meeting.
Article VI: AMENDMENTS TO BY-LAWS
These bylaws may be altered, amended, or repealed and new By-Lawsbylaws may be adopted by a vote of 3/5ths of the individuals attending an Association meeting, so long as the newsletter notice is provided as described above, and that the proposed change(s) be approved at the two consecutive monthly meetings.
