President's Report
1. As requested by the BHA at its August meeting, a get well note was sent to Police Chief Jane Perlov. Along with the note, I sent a floral arrangement that cost $71.69. Since I made the decision to send the flowers, I'm willing to cover the cost. However, should the BHA wish to reimburse me, I'd be most grateful. Chief Perlov sent the BHA a very appreciative note in response.

2. As requested, I contacted Melanie Sill, Executive Editor of the News and Observer, regarding the delivery of the South/Eastern Edition to Boylan Heights, requesting a return to the Final Edition. She responded informing me that plans were underway to resume delivery of the Final Edition to Boylan Heights. The switch happened as she promised last week. 3. Jay Spain has resigned as Chairperson of the Property Improvement Committee and the Social Committee. These committees now need Chairpersons. Volunteers are welcome! 4. The street signs used for the Big Boylan Bash have not yet been adapted to announce the BHA monthly meetings. Once appropriate signs have been prepared, I'll start putting them out on the Sunday prior to each meeting.

Jay Spain has resigned from Property Improvement Committee and Social Committee. Dana Damico and KD Reeve have resigned from the Social Committee. These committees now need volunteers for chairpersons. Garden Club is also in need of a chairperson.

2004 Boylan Heights ArtWalk Registration for the twelfth annual Boylan Heights ArtWalk is well underway.
Already 50 artists have applied and many new artists are being considered. The registration deadline is Friday, October1.

The ArtWalk route will include the 300 and 400 blocks of S. Boylan Avenue and Cutler Street. Also included are McCulloch Street and studios on W. Cabarrus Street, Kinsey Street and the end of W. Lenoir Street. We encourage residents along this route to pay special attention to the appearance of their properties the weekend of December 5 when we will have many visitors to the neighborhood for the ArtWalk. Clean porches, cut lawns, swept sidewalks and holiday decorations create a welcoming atmosphere.

The BHA will participate with a bake sale, T-shirt sale, and coordination of welcome ambassadors. Helping with these activities could earn high school students credit for 'service' hours.

The ArtWalk committee has donated $120 to the BHA to publish the November Newsletter which will include a flyer about the ArtWalk.

West Gateway Plan:
Both the West Gateway Small Area Plan and the Saunders North Redevelopment Plan have been approved by the Raleigh City Council.

Unfortunately, on the tail end of a two-year process, the Raleigh Historic Districts Commission inserted itself into the Sauders North Redevelopment Plan. They stuck language into the Plan, over the objection of the Working Group, to study properties on both South Saunders and Lenoir Streets, for the potential creation of a new local Historic District. It was the thought of the Working Group that the creation of a Historic District would be contrary to the rest of the Plan, which calls for the recombination of lots and a general .clearing of the deck. by the City. Such changes would greatly encourage the private sector to embark on significant redevelopment activities. Members of the Working Group opposed the inclusion of the study language in the final report, but the Council chose to include it. We now turn to the implementation of the plan, and BHA will work to be at the table every step of the way.
