The date for the 2004 ArtWalk is 5 December, 1:00 pm - 5:00 pm with a severe weather date of 12 December. Artist applications can be picked up at 422 Cutler Street or by sending email to DunbarCC@aol.com. All neighborhood artists are invited to participate.

- Pedestrian walk way on Western and signal for traffic from South Boylan Avenue making a right onto Western Boulevard.
- Housing conditions for renters and slum lords

Jimmy Creech announced that John Montgomery is to chair the Centennial Committee.

Jimmy Creech reported that the proposed bylaws will be printed in the September newsletter and discussed at the October meeting. At the October meeting, there will be an opportunity to amend and vote on the proposed bylaws. A second and final vote on the bylaws will be taken at the November meeting.

Anne McLaurin moved to have the Boylan Heights Association endorse the nomination of Project Enlightenment renovation and building addition for the Sir Walter Raleigh Appearance Commission awards.

Leila May moved to create and/or re-activate the 4 committees:
- Garden Club . to address the issues of neighborhood appearance
- Boylan Heights Directory Committee . to update regularly the Boylan Heights Directory
- Beyond the Neighborhood Committee . to deal with issues and developments outside the neighborhood that impact Boylan Heights, such as the Downtown West Gateway Small Area Plan and Saunders North Area Redevelopment Plan, the Dorothea Dix property, the TTA light rail and intermodol plan, the convention center, traffic, etc.
- Boylan Heights Centennial Committee .to plan a celebration for and commemoration of the first 100 years of Boylan Heights in 2007
